COPERA has been formed with the strategic objective of providing high quality services through a unique identity within the health research arena. We have developed our service offer and working methods explicitly to meet this objective. In developing our approach we have sought to learn from the experiences of other multi-national groupings, as well as our own experience of working together as a close-knit group.
Our raison d’etre:
- To offer complimentary skill sets in a “concerted” and seamless package. COPERA has therefore paid close attention to ensuring that the range of services offered by its members are interconnected and overlapping, providing coverage of the entire spectrum of services required within the health economics and outcomes research arena.
- To develop our capability in response to growing internationalisation within the healthcare arena. This involves ensuring quality of delivery within all COPERA member countries as well as developing methods that are specific to delivering projects with a multi-national dimension.
- COPERA’s future development will focus on advancing methods in multi-national consultancy, as well as expanding the geographic coverage of the group.
Our methods:
COPERA members have developed and implemented unique project management protocols and standard operating procedures to ensure:
- centralised and fully-accountable project management.
- effective communications within the project team and with clients and external investigators.
- appropriate application of expertise and resources to meet the needs of the individual project.
- oversight of project performance by the COPERA board.
Our experience:
COPERA members have worked together in a number of groupings and permutations since
2001. We have worked together on a range of health economics, patient-reported
outcomes, market access, pricing and reimbursement studies. We therefore have an
stable organic working platform upon which to build. (For core specialisms and

COPERA can also draw on its strong in-country networks of investigators, academics,
and KOLs, to provide the benefits of knowledge of both international and local
regulatory and reimbursement environments.
